Association on American Indian Affairs Appoints Dr. Crystal Miller as Cultural Sovereignty Director

The Association on American Indian Affairs has appointed Dr. Crystal Miller, a citizen of the Walker River Paiute Tribe, as its new Cultural Sovereignty Director, expanding the organization’s efforts to protect Native cultural heritage and strengthen tribal sovereignty nationwide.

In her new role, Dr. Miller will lead the Association’s national initiatives focused on advancing Native Nation cultural sovereignty through advocacy, policy development, education, capacity building, and direct support to Tribal Nations. Her work will emphasize Native self-determination in protecting Ancestors, sacred places, Native Knowledge systems, languages, traditional lifeways, cultural identities, and the relationship between Native communities and their environments.

She will also work collaboratively with Tribal Nations, federal agencies, and national partners to ensure Native voices remain central to decisions affecting Indigenous peoples.

“As I often say, sovereignty isn’t granted, it’s exercised, and one of the most powerful ways Native Nations exercise sovereignty is by protecting and strengthening our cultures,” Dr. Miller said in a statement. “Our identities, histories, languages, sacred places, and traditional knowledge are inseparable from our inherent rights as Native Peoples.”

“Throughout my life and career, I have been committed to protecting and expanding Native Nation sovereignty because that is how we honor and carry our Ancestors, fulfill our responsibilities to our communities, and create stronger futures for the generations to come,” she continued. “I am deeply honored to join the Association and continue its century-long legacy of protecting Native Nations, preserving our cultures, empowering Native Peoples, and ensuring future generations inherit the strength and resilience of our Peoples.”

Before joining the Association, Dr. Miller built a career focused on advancing Native Nation sovereignty through research, higher education, public policy, and national advocacy. An internationally recognized scholar, her work has centered on Native Nation governance, constitutional reform, Native self-determination, and the intersection of cultural preservation and sovereignty.

She has presented her research at national and international conferences, testified before state legislatures, advised Tribal governments, and developed governance frameworks designed to strengthen Tribal Nations while honoring cultural traditions.

Beyond academia, Dr. Miller has led national policy initiatives involving clean energy, natural resource protection, and federal Indian policy. Her work has emphasized ensuring that Native cultural values remain central to economic development and environmental stewardship. Her experience also includes nonprofit leadership, strategic planning, federal advocacy, consultation, and community-engaged research.

“Dr. Miller brings exceptional scholarship, visionary leadership, and an unwavering commitment to Native sovereignty and cultural preservation,” said Shannon O’Loughlin, a citizen of the Choctaw Nation of Oklahoma and the Association’s chief executive and attorney. “Her work reflects the Association’s vision to create a world where diverse Native cultures and values are lived, protected, and respected. Crystal’s deep understanding of Nation governance, cultural heritage, and public policy will strengthen the Association’s ability to serve Native Nations and protect the rights of Native Peoples for generations to come.”

The Association said Dr. Miller’s leadership is grounded in traditional values, community accountability, and a commitment to ensuring Native Nations retain their inherent authority to protect their cultures, histories, and futures. She will work alongside Tribal Nations, Native organizations, and communities across Indian Country to advance initiatives that reinforce cultural sovereignty for generations to come.
