Tunica-Biloxi Tribe Launches Tribal-Owned Prediction Market App

The Tunica-Biloxi Tribe of Louisiana announced the launch of what it describes as the first Tribal prediction market application, through SaltTrade Derivatives, a newly established division of a Tribal-owned enterprise.

The application will be powered by Kalshi, an established prediction market platform, and will allow participants to trade event contracts tied to the outcomes of future events through a structured marketplace with defined rules and objectively verifiable results.

The partnership represents another step in the Tunica-Biloxi Tribe’s effort to diversify its economy and develop sustainable revenue opportunities for future generations. The Tribe also said the venture could provide a model for other sovereign Tribal nations seeking to participate as owners and innovators in emerging sectors of the U.S. economy.

“This partnership represents exactly the type of opportunity Indian Country should be pursuing, where tribes are owners, innovators and leaders, not just participants,” said Tunica-Biloxi Chairman Marshall Pierite. “For generations, the Tunica-Biloxi people have adapted, traded and built relationships that allowed our Nation to prosper. This initiative carries that tradition into the modern economy and demonstrates what is possible when Tribal entrepreneurship is paired with emerging technology and innovative vision.”

Pierite told Native News Online during a telephone interview that he feels the endeavor is tied to the Tunica-Biloxi exercising its tribal sovereignty.

“I don’t see any reason why tribes should not be part of the prediction market — even with tribal casinos. Why shouldn’t we take advantage of the economic opportunity within the prediction market?” Pierite said.

Through the partnership, the Tribe will use Kalshi’s infrastructure and market expertise to develop a distinct Tribal-owned trading application. SaltTrade Derivatives will focus on software for trading event contracts and could expand into other offerings as opportunities develop.

The Tribe said the platform is being developed with an emphasis on market access, transparency and responsible oversight.

The venture builds on the Tunica-Biloxi Tribe’s history of establishing and operating businesses in complex financial markets. The Tribe pointed to its ownership of enterprises including MobiLoans as part of its experience in developing economic ventures and providing financial opportunities.

“Tribal nations possess the business expertise to compete in the most innovative areas of the American economy,” Pierite said. “We are ushering in new opportunities for all Indian Country and leading the effort to establish a framework through which Tribes across the country can create and control their own economic destinies.”

CFTC no-action relief

The announcement follows the issuance of a conditional no-action letter from the Commodity Futures Trading Commission (CFTC), establishing a regulatory framework for the Tribe’s participation in the event-contract and derivatives industry, subject to the CFTC’s jurisdiction.

According to the Tribe, SaltTrade Derivatives will not register with the CFTC and will operate in reliance on the conditional no-action relief issued by CFTC staff.

The Tribe said the venture also provides an opportunity for Tribal nations to engage with federal agencies and other Tribal nations on a sovereign-to-sovereign basis while exploring new avenues for commerce and economic development.

Kalshi CEO Tarek Mansour said the partnership demonstrates how Tribal entrepreneurship and regulated financial infrastructure can operate alongside one another.

“Indian Country should have more paths to economic self-determination, not fewer and we’re proud to partner with the Tunica-Biloxi Tribe as the first tribal nation to enter prediction markets,” Mansour said. “The debate can no longer be reduced to prediction markets on one side and Tribes on the other. What’s clear is that regulated national infrastructure and Tribal entrepreneurship can develop together — and one does not have to lose for the other to win.”

The venture also reflects the Tribe’s broader effort to establish a presence in industries that are shaping the future of commerce and finance.

For the Tunica-Biloxi people, the name SaltTrade Derivatives is intended to connect the new enterprise with their history as pioneering salt traders. The Tribe said its ancestors built prosperity through commerce and trade centuries ago, and that the new venture continues that tradition in a modern economy.

The Tribe describes the initiative as part of its commitment to “cherishing our past and building for our future.”

Additional information about the application and its launch is expected to be announced in the coming months.
